EMCS 4.1 update
This update brings significant changes that are set to enhance the interface between EMCS and the Automated Export System (AES), streamlining these excise procedures.
✨ Key Transformations:
- Mandatory ARC Codes: Under EMCS 4.1, it's now mandatory for export accompanying documents to incorporate Unique Administrative Reference Codes (ARC numbers).
- Precise Declarations: Export accompanying documents are now required to precisely specify the shipment's product in box 17a.
- Enhanced Cross-Checking in AES: EMCS 4.1 introduces a groundbreaking change as the cross-check process shifts from PLDA to the AES system. This means that the AES system will now conduct cross-checks to verify the accuracy of HTS codes and net mass in export declarations.
- EIDR Takes Over: The 'local clearance procedure' has evolved into the 'Entry in the Declarant’s Record (EIDR)' in line with UCC legislation.
- Messaging Improvements: Modified messages within AES and the introduction of new messages like IE829 and IE839 enhance communication and provide status updates for export declarations.

Beginning March 1, 2024, the European Union is set to implement a transformative update for businesses involved in importing and exporting goods. This update pertains to the management of T2L and T2LF union status certificates, an essential component of intra-EU trade.

Dutch Yacht Builder Settles for €150,000 Over Use of Non-Compliant Timber
The Dutch Public Prosecution Office (OM) has reached a settlement of € 150,000 with a Dutch yacht builder for the use of Myanmar teak that did not meet the requirements outlined in Regulation (EU) no. 995/2010, or the European Union Timber Regulation, which was replaced by Regulation (EUDR - EU Deforestation Regulation) 2023/1115 (EUDR) in 2023. This timber was used during the construction of a superyacht.
